The Turnaround Planning Engineer will be on the turnaround planning team and directly report to the Turnaround Manager. This position is responsible for planning, engineering, bill of material, material specification approval, job package documentation, and labor estimating quality for unit(s) turnaround events. This position may also provide project management for turnaround projects.

Responsibilities May Include

  • Visibly demonstrates commitment to the workplace safety and health of employees and contractors through personal engagement, sound decisions and resource allocation.

  • Assists in collecting, reviewing and updating work scope for turnaround events.

  • Works with TA Lead Planner to assist in managing the planning and scheduling effort from worklist development to post project review (includes worklists, Risk Based Work Selection, budgets, schedule duration, critical path management, monitoring milestone compliance, creating progress reports and incorporation of best practices and lessons learned)

  • Assists in validating resource requirements for the event, by unit / contractor

  • Provides input to scheduler on sequence and logic of activities

  • Identifies and monitors all critical and sub-critical paths for the preparation and execution

  • Manages certain scope activities through the PSM MOC process.

  • Identifies outside engineering needs and oversees engineering activities.

  • Measures and analyzes progress performance and forecasts, and identifies productivity issues and resolutions

  • Validates turnaround / event duration based on schedule analysis, potential risks, and anticipated contingency for weather and other events

  • Identifies and orders necessary material for each work list item

  • Develops bid specifications, assists procurement with bid analysis, and validates requisitions for purchase orders. Provides timely information to cost team and stewards cost appropriately.

  • Ability to implement and ensures compliance with Ferndale Refinery Safety Policies

  • Develops detailed, consistent and complete planning documents

  • Reads and interpret P&ID’s, blueprints and drawings

  • Estimates labor hours and supports equipment for crafts and laborers

  • Analyzes work requests, establishes estimates. Recommends methodology, equipment, and material requirements

  • Prepares quotes for materials, equipment, and labor and creates requisitions

  • Assists with coordinating daily scheduling and tracking of shutdown completion

  • Assumes area lead role during Turnaround events

Required Qualifications

 
  • Legally authorized to work in the job posting country

  • Bachelor’s degree in engineering

  • 5 or more years refinery project management and turnaround experience

  • Possess a valid Driver’s License

  • Willing and able to perform and comply with the following:

  • 5% travel

  • Work extended hours, which may include evenings, weekends and holidays

  • Respond to refinery emergencies during off-hours

  • Work safely near large, hot, high-speed machines

  • Climb ladders and stairs up to 200 feet in height

  • Work around chemicals, including acids and bases

  • Work around hydrocarbons under high pressure and heat

  • Work outside in harsh weather conditions

  • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.)

  • Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred:

  • 10 or more years refinery engineering/project management and turnaround experience

  • Working knowledge of P&IDs, ISO drawings, and vessel/exchanger drawings

  • Experience in and understanding of metals crafts (piping, exchangers, vessels, scaffolding)

  • Proficient in evaluating scheduling logic, manpower, and productivity

  • Proficient computer skills, including Outlook, MS Excel, MS Word, MS Access, MS Project Manager, MS PowerPoint, and Visio

  • 1 or more years of experience in leading a unit turnaround effort

  • Proficient with SAP PM module, including notification search, drawing search, and writing purchase order requisitions

  • Working knowledge of Refining Engineering Practices and/or industry standard engineering practices

  • Working knowledge of turnaround contracting strategies

  • Working knowledge with basic inspection techniques and procedures

  • 1 or more years of experience and knowledge of construction techniques and sequences (cranes, scaffolds, NDE, welding, equipment, tools, etc.)

  • Demonstrated strength in communication and interpersonal skills

  • Strong time management / organizational skills

  • Ability to work with minimal supervision

  • Proficient in evaluating scheduling logic, manpower, and productivity

  • Organized, self-motivated, and able to communicate both verbally and by written documentation

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
