The Safety Coordinator will provide Health & Safety support to P66 employees and contractors working at Bayway Refinery. Implement, monitor and evaluate H&S programs to help ensure excellence in personal and process safety.

Responsibilities May Include

  • Providing safety guidance and expertise to the field on work permitting, Hot Work, LOTO, CSE, PPE, fall protection and other safe work practices.

  • Providing Safety Leadership with the field workers by having a strong field presence, including providing guidance on any questions/issues that arise in the field. Reviewing and revising selected Refinery Procedures, ensuring they are in alignment with applicable regulations (OSHA, ANSI, etc), and with corporate Required Standards of Practice.

  • Attending & participating in Safety, Operability & Environmental Reviews as necessary as a representative of the H&S department.

  • Assisting with employee/contractor safety training as necessary (safe work permits, fall protection, etc), including developing training where appropriate.

  • Providing appropriate review of special tasks such as safe work plans.

  • Serving in the Emergency Response organization. This requires availability for call out 24 hours per day when on duty (as necessary).

  • Health & Safety support for unit turnarounds (typically requires off hours and weekends).

  • Assisting with turnarounds and operating excellence audits at other P66 sites as necessary.

  • Assisting in incident investigations as necessary.

  • Participating on various teams providing Safety direction and guidance. Conducting regular safety audits on-site. Evaluating safety trends and share learnings with employees and contractors to proactively address concerns.

  • Participating in regulatory and/or corporate audits of Health & Safety. Promoting safe work practices and lead by example.

  • Availability to respond to off-hour and weekend safety “call-ins.”

  • Willing and able to work nights/weekends as necessary.

Required Qualifications

  • Legally authorized to work in the United States

  • Bachelor’s Degree in a technical field (Safety, Industrial Hygiene, Chemistry, Engineering, etc.)

  • 3 or more years of experience in refining Health & Safety support or similar industrial experience

  • Working knowledge of OSHA regulations

  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook

  • Must be at least 18 years of age

  • Must have a valid driver's license

  • Must be willing and able to perform/comply with the following:

o Wear Nomex fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection)

o Maintain face daily so that a respirator/face mask can seal properly (some examples include being free o facial hair and/or clean shaven)

o Work outdoors and in inclement weather conditions

o Lift (raise and transport 50 pounds), bend, stoop, perform moderate manual labor

o Work in confined spaces, climb, and work at various levels above the ground

o Safe work practices and procedures

  • Must currently hold or be willing and able to obtain a valid Transportation Workers Identification Credential (TWIC). Information can be found at


  • OSHA 30 hour training certification

  • Certified Occupational Health & Safety Technologist

  • 5 or more years of Refinery Safety experience

  • 5 or more years of Industrial Hygiene experience

  • CSP/CIH Certification

  • Effective and accurate writing and verbal skills as it applies to personal communications and procedure writing

The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayway's facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent deasphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery processes mainly light and medium, low-sulfur crude oil. Foreign crude oil is supplied to the refinery by tanker, and domestic crude oil is supplied through a combination of rail and marine transportation. Within the refinery, Phillips 66 Partners has a rail receiving facility with 75,000 BPD of offloading capacity. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined products are distributed to East Coast customers by pipeline, barge, rail car and truck.
