Project Engineer has the primary responsibility for execution of Downstream Capital Projects from front end development (Assess, Select & Define phases) to detailed design and construction (Execute phase) including procurement, cost control and schedule management. Will adhere to Shell HSSE standards, Project Management Framework (PMF), and deliver projects within budget, schedule and quality requirements.
  1. Responsible for visible leadership in HSSE to drive Goal Zero
  2. Report / Intervene any unsafe behavior or unsafe operating condition observed while working in the plant/construction site(s)
  3. Manages 8 to 10 simultaneous projects with competing priorities in various execution phases on a wide variety of manufacturing processes in the refining and chemical complex. 
  4. Develops project scopes in collaboration with operations, process engineering and discipline representatives.
  5. Facilitates project meetings to develop and review project scope, design criteria and discipline drawings.
  6. Oversees engineering execution utilizing either on-site design staff or local Engineering companies.
  7. Responsible for coordination with Shell Global Services regarding Project Assurance and Technical Assurance activities, and with Shell Corporate for legal, environmental and other project activities.
  8. Drives the approval by the appropriate technical authority of equipment specification and drawings.
  9. Works with Project Controls department to develop project cost estimates and schedules for each phase and for final funding
  10. Accountable for meeting project cost and schedule requirements
  11. Maintains budgets and schedule forecast with assistance from project controls.
  12. Works with site and corporate procurement to develop/implement a procurement strategy for each project 
  13. Assists with development of equipment and material bid specification, bid evaluation and selection.
  14. Ensures delivery of specified equipment by facilitating shop inspections and factory acceptance testing.
  15. Works with IPA (external auditors) to review and score projects against the specified criteria at multiple phases depending on the size/complexity of the project.
  16. Coordinates Shell personnel and Contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements.
  17. Sets the expectations for construction contractors to adhere to standards by spending time in the field.
  18. Assist with mechanical start-up plans and procedures, provides technical support during start-up, supports training activities and assures documentation and knowledge transfer.
  19. Provides appropriate files to maintenance and operations for record keeping
  20. Creates or assembles all documents for project closure
  21. Closes project financial accounts
