The Project Controls Lead (PCL) directs capital project control/services activities for a full portfolio of capital projects ranging up to $75MM. The PCL has oversight of all aspects of project controls services including budgeting, estimating, scheduling, forecasting, auditing and administrative services. Effective communication and building and maintaining strong relationships are critical competencies; the PCL may direct the work of estimators, schedulers, planners, and cost analysts. The position advises project managers and stakeholders on project budget and schedule performance as well as continually reporting progress and forecasts.

Responsibilities May Include

  • Establishing and maintaining an integrated project cost and schedule system.

  • Preparing procedures for various project control activities including budget preparation, forecasts and related cost engineering and planning/scheduling functions.

  • Supervising estimating, cost control, planning/scheduling, risk analysis, and related project service activities.

  • Interfacing with planning and scheduling specialists to ensure data is incorporated into the integrated project schedule.

  • Managing cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, cost variance analysis, funding budgets, cash flows and cost benchmark metrics.

  • Improving project document control activities including MOC.

  • Analyzing cost trends and forecasts to highlight early deviation from budget.

Required Qualifications

  • Legally authorized to work in the job posting country

  • High School diploma / GED Equivalent

  • 10 or more years of capital project management experience

  • Technical proficiency in the field of project controls

  • Working knowledge of the estimating process, developing budgets and forecasting within a WBS

  • Working knowledge with large projects or multiple small projects with assignments of increasing responsibility, complexity, and scope

  • Currently hold or can qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at


  • Bachelor's Degree or higher in Mechanical, Civil, or Electrical Engineering

  • 10 or more years of direct experience in refining and/or the chemical industry

  • 5 or more years of capital project controls experience

  • Knowledge of project controls, cost engineering, planning and scheduling, and forecasting

  • Good judgment to ensure decisions are value adding

  • Clearly demonstrated strong project management competence

  • Ability to effectively communicate with a diverse group of professionals

  • Experience with interfacing with engineering and construction contractors

  • Knowledge of proprietary computer software systems used for project management, tracking, controlling and reporting

The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
