The Process Controls Engineer must demonstrate proficiency in the development and management of process control solutions, from collecting data through the design, configuration, and integration phases. The Process Controls Engineer is vital to the profitability and reliability of the refinery and will interact extensively with operations, management, and maintenance support personnel to ensure the smooth operation of automation and controls. Clear and concise communications with stake holders are imperative for the process control engineer to be successful, as well as basic knowledge of testing, start-up procedures, and network integration options.

Responsibilities May Include

  • Leading development, implementation and maintenance of regulatory control schemes, advanced regulatory control schemes, and advanced process control strategies.

  • Providing proactive and integrated support of the Production teams for troubleshooting and day-to-day optimization.

  • Generating ideas to optimize benefits through increased production or reduced giveaway.

  • Supporting the Refinery Alarm Management program to improve overall operational control and meet corporate requirements.

  • Implementing industry, corporate and site standards to ensure site-wide consistency.

  • Providing guidance and assistance for control/capital projects.

  • Using key performance indicators to monitor and optimize the control system.

  • Installing, configuring and maintaining Process Control software. Specifically: Aspen DMC Suite, Honeywell Alarm Management, DOC4000, HW Control Performance Monitor, and CVE.

  • Participating in the various knowledge networks to share key learnings and best practices.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Bachelor’s Degree in Chemical Engineering, Computer Science, or an equivalent engineering field

  • Intermediate level of Microsoft Office skills in Word, Excel and PowerPoint

  • 5 or more years of refinery and/or petrochemical experience


  • Process Control experience, DMC experience preferred

  • Experience with Honeywell DCS. Primarily for Experion platform

  • Experience with MS SQL administration and network administration

  • Programming experience in Visual Basic and VB Script

  • Strong written and verbal communication skills. Must be able to accurately and clearly communicate both technical and practical information

  • Excellent interpersonal communication skills. Must be able to work productively in a diverse team based working environment

  • Possess a strong desire to learn, strengthen and build skills, and keep up with process control and optimization technology

  • Self-motivated and able to take ownership of processes

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
