The position will focus on ensuring safe operation, integrity, reliability, adherence to standards, and sustainability of the electrical assets in the area supported. Provide functional leadership, technical support, and strategic planning for a portion of the manufacturing and operating units at the Martinez Refining Company.

While this position is not a supervisory position, it does require strong leadership skills to be successful.

The Electrical Engineer is responsible to:
  • Drive the Site HSSE Goal Zero behaviors and Flagship culture, particularly in the area of Electrical Safety.
  • Demonstrate ownership and support of the electrical systems utilization equipment for assigned unit(s).
  • Develop and implement long-range plans and infrastructure projects.
  • Develop preventative maintenance requirements and plans for electrical systems.
  • Provide design quality assurance for electrical projects in the area supported.
  • Provide leadership and training to other electrical personnel; electricians, inspectors, young engineers.
  • Provide engineering guidance to area electrical inspectors for repair of electrical installations.
  • Ensure compliance with OSHA, company, industry codes & standards, and internal procedures.
  • Participate in, and at times lead causal analysis teams when electrical equipment is involved.
  • Develop turnaround work scope and support the TA Planner with robust execution plans.
  • Lead electrical efforts during plant emergencies and recoveries.
  • Maintain knowledge of new technology for application in site equipment design, testing, and installations.
  • Develop and drive electrical competency and training programs for the electrical community.


The electrical engineer will interface with other Martinez electrical engineers and inspectors as well as other discipline teams, project organizations, operations, contractors, and management. Interface with other discipline engineers from other locations may be required.

The electrical engineer must be a credible spokesperson, capable of delivering recommendations with clarity and conviction. Safety, reliability and operability over complex electrical equipment must be achieved. The electrical engineer must be efficient at prioritization and use of resources.

Also required is business acumen including the capacity to understand and develop budgets, business operational priorities, and project proposals. This position provides opportunities for upward advancement.

Additional Information:

Key challenges of this position include understanding the proper application of electrical equipment for power, control, and SCADA systems. This includes the ability to articulate issues to facility operations, business managers, project managers and procurement. This requires being able to manage multiple tasks and priorities simultaneously.

This role is critical to fill in order to support the operating assets. Expectations are that the technical organization is staffed to ensure proper level of technical assurance, as well as leadership to coach and mentor the less experienced staff.

The Electrical Engineer reports to the Electrical and Mechanical Manager.

Required Qualifications

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • Bachelor's Degree in Electrical Engineering required.
  • Minimum five (5) years relevant power, petro-chemical industrial experience (or equivalent) covering all aspects of design and engineering in the electrical discipline, preferably in a refinery or large industrial facility.
  • Maintenance or operations experience, preferably in chemical and/or petroleum refineries.
  • Experience in troubleshooting, analyzing and resolving complex electrical problems.
  • Utilization of problem solving techniques to resolve design & engineering issues.
  • Experience with design, specification, and procuring of electrical equipment and systems. i.e. switchgear, motors, heat tracing, UPS, batteries, cathodic protection, Motor operated valves, transformers, breakers, relays, temporary generators.
  • Competence in application of industry standards and practices to all aspects of electrical power distribution and process electrical installations.
  • Competent with application and understanding of relevant standards including IEEE, API, NEMA, NFPA, and NEC.
  • Proven Safety-by-Design experience in the petroleum refining industries, particularly as it relates to arc flash hazard mitigation.
  • Experience with hazardous area classification. API RP-500 (Recommended Practice for Classification of Locations for Electrical Installations).
  • Experience with NFPA 70B (Recommended Practice for Electrical Equipment Maintenance) and executing substation maintenance outages.
  • Experience with risk assessment processes and the ability to identify threats, communicate potential impact, and build a strong case for action to mitigate the threat cost effectively.
  • Experience with Knowledge of medium voltage substations and polelines.
  • Experience with Power system modeling including studies of load flow, short circuit, protective device coordination, and arc flash.
  • Ability to work effectively within a multi-discipline team environment consisting of Engineering, Projects, Maintenance, and Operations in order to manage the execution of the detailed electrical engineering design work and troubleshooting.
  • Excellent English language skills (verbal and written), documentation skills, and confidence to provide firm direction to Shell and contractor staff.
  • Demonstrated evidence of Enterprise first values and behaviours will be taken into account during the selection process.
