The Borger Automation Lead is primarily accountable for establishing an industrial control systems automation strategy and providing expertise and direction in the implementation of the strategy to the Phillips 66, Borger Refinery. The position reports to the Technical Services Manager and has an indirect reporting relationship to the Corporate Industrial Control Systems Director. The position supervises direct reports and supervisors in projects, I&C engineering and DCS/SIS maintenance. The position requires an individual with the ability to build and maintain strong relationships with vendors and business partners that provide automation technologies, services, and support of the industrial control systems.

Responsibilities May Include

  • Participating and promoting all aspects of the refinery safety program. Demonstrating leadership to the workplace safety and health of employees and contractors through personal engagement and sound decisions.

  • Communicating effectively with operations, maintenance, process and project engineering, vendors, contractors, etc. to address problems, coordinate work being performed, and discuss ideas.

  • Driving life cycle management for control systems including ensuring availability of critical spares, implementing system software upgrades, and planning for future hardware design / migrations to maintain reliability and support.

  • Leading the identification and evaluation of controls and instrument reliability issues and then ensures solutions are implemented.

  • Providing support during process startups, shutdowns, and upsets.

  • Assisting in the development of capital Long Range Plan for obsolescence management of the automation asset base that meets the requirements of the Phillips 66 Best Practice for Process Control System Migration, including DCS, SIS, PLCs and Analyzers.

  • Assisting with the scoping, developing and approving automation projects, which includes: specification, hardware and software design, testing, graphics, commissioning, start-up and documentation.

  • Working closely with project engineering to design, implement, and startup projects involving control systems.

  • Driving effective documentation of controls, alarms, calculations, training, interfaces, configuration, policies, etc. while ensuring documentation is kept current and changes managed.

  • Driving control system compliance with best practices, corporate standards, process safety management, and security requirements.

  • Staying current on automation technology, particularly in the area of DCS, PLC and SIS.

  • Providing reporting and optimization of performance metrics for control systems.

  • Identifying opportunities to broadly apply learning across the site and fleet.

  • Assessing automation discipline needs for and assist with creation of succession, training and development plans.

  • Facilitating the identification, development and sharing of automation best practices for industrial control systems among Refining through internal and external networking.

  • Driving support for system networking and security including design and maintenance of domains, network equipment, and software.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Bachelor's degree in an engineering discipline

  • Valid driver’s license

  • Experience in a refining or petrochemical environment

  • 15 years or more experience in instrumentation and controls

  • Previous supervisory experience


  • 5 years or more experience in a refining or petrochemical environment

  • Bachelor's degree in Mechanical, Instrument, or Electrical Engineering

  • 15 years or more experience with Honeywell control systems

  • Ability to work independently with minimal supervision as well as work as part of a team

  • Strong commitment to safe work practices

  • Strong written and verbal communication skills - able to accurately and clearly communicate both technical and practical information

  • Working knowledge of Ethernet networks, network topologies, communication protocols and information management systems

  • Working knowledge of Field Instrumentation hardware installation, programming, design, troubleshooting and maintenance

  • Working knowledge of SIS, DCS and PLC hardware installation, design, troubleshooting and maintenance

  • Intermediate proficiency in Word, Excel, Power Point

  • Working knowledge of SIL Solver software for SIS design

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
