Purpose:

Support development of regional spill response capability and drive change to align and improve internal and external response capability.

• Support Emergency Response capability to encompass all oil and chemical spill operational emergencies.

• Serve in incident command leadership, section or branch incident response roles.

• Provide oil and chemical spill emergency preparedness and response support and guidance for the Emergency Response leads in the businesses.

• Support businesses in spill response planning, training, and exercises.

Accountabilities:
 

Support development of a regional spill response team

- support development of competency, succession planning, Emergency Response Specialists, Emergency Response Coordinators, and regional team members to ensure response competencies are developed and maintained.

• Lead efforts to deliver robust oil and chemical spill response capability including response plans and Incident Command System (ICS) training.

• Help develop regional exercises and regional exercise plans and support regional and business response teams in planning and delivery of exercises

• Respond to incidents as a core member of the regional team.

• Support country and business response teams in developing and updating response plans.

• Develop and standardize oil and chemical spill ER plans for businesses. Identify equipment, facilities and personnel needed for oil and chemical spill ER.

• Ensure Incident Command System (ICS) roles are in place to lead oil and chemical spill ER activities, and maintain own training and  qualifications to serve in key ICS roles when required.

• Develop personnel within the framework of the Incident Command System to achieve and maintain a high degree of preparedness for oil and chemical spill ER.

• Maintain and leverage key internal relationships and develop proactive engagement strategies. Ensure close collaboration with legal, communications, Global Emergency Management (Center of Expertise for Emergency Response, Shell Americas Emergency Management, Group Crisis Management), government relations, policy and advocacy, environmental, licensing and subject matter expert support groups.

• Coordinate with regional All Hazards Network/oil spill response organizations and Global Emergency Management where requested to assure alignment in plans and response.

• Support engagement with external stakeholders where requested to influence emerging legislation/regulation and protect Shell’s interests.

• Provide direct oil and chemical spill support and expertise to businesses as needed.

• Provide support in facilitating and delivering oil spill response and incident management training.

• Ensure that locations are fully prepared to respond to emergency situations and conduct assessments.

Monitor “best practices” and drive continuous improvement in oil and chemical spill Emergency Response.

• Provide Shipping & Maritime Emergency Response coverage via cascade system

• Provide Subject Matter Expertise for Line of Defense (LOD) 2 assessments and support the close out of Shell Marine Business Review (LOD3) when required.

• Provide technical guidance as per the Discipline Controls & Assurance Framework (DCAF) for New Ventures as a Technical Authority (TA) 3.
