What’s the role?

You’ll be part of our Shell Netherlands HR Centre of Excellence (CoE) unit that is accountable for Policy, Pay, Benefits and Processes. We are an HR think-tank: we develop policy that adds value to the business and manage multi-million $ projects spanning attraction, deployment, performance and retention through to redundancy and pensions. Your focus is on Policy, Pay and Benefits for two of our larger operating sites; Pernis refinery and the chemical plant in Moerdijk.

The workforce at our production locations consist of both collective labor agreement (CLA) and non-CLA staff, hence different pay/benefits apply, something that contributes to the dynamic character of this role. In this role you are prime on local policies, ensure they are executed as intended and you provide policy expertise to the (HR Community supporting the) businesses, based on agreed priorities. You have a key role during the CLA preparations, the negotiations and the follow up. You will be involved in wider location ‘hotspots’ and large-scale projects and will ensure that on location the EVP, including ‘pay’ is well understood. You contribute to the wider NL agenda.

You will work together with a huge variety of stakeholders; operational staff working in the production units, the Site Leadership Teams, the general managers of both sites and the other functions. Besides that, you are part of the HR team that is based at Pernis/Moerdijk, in which you play a key role.

We operate in a volatile external context. Part of the role is to understand what is happening (e.g.: deliver benchmarks) and to anticipate what’s happening, e.g. amend policies or create new policies based on revised legislation. Employment, pay, benefits do attract senior stakeholder interest, so working with senior stakeholders outside of Pernis/Moerdijk is a key part of your job too. Our Policies apply to 10,000 employees. Pernis Moerdijk together is approx. 3000 employees of which 1850 come under the CLA.

  • Ensure that adequate policies are in place and are regularly reviewed;
  • Ensure alignment with Shell Nederland (SN) policies (as much as possible), simplification, automation and/or migration of the execution of local policies;
  • Analysis of perceived policy hotspots, in co-operation with the location HRMs;
  • Lead of local policy development, e.g. delivers specific location policies or policies related to new CLA agreements, working together smoothly with multiple internal or external stakeholders (incl. consultancies, benchmark companies, our HR Service Centre in Krakow etc);
  • Prime on Pay Communication and EVP engagements on site;
  • Support to the location HRM related to pay and policy related topics, eg costs benchmarking;
  • Support to CLA negotiations; incl. pay, benchmarking, numerical. Writes the CLA text accordingly;
  • Ensures that CLA themes are prepared and actions are taken related to CLA agreements;
  • Support smooth consultation with the Local Staff Council;
  • Contribute to the wider SN Benefits policy development;
  • Ensures consistency in application of local policies and exceptions.

Required Qualifications

What we need from you

In terms of experience, our ideal candidate would be an experienced HR professional with an academic qualification (i.e HR, Law or Business Administration).

Experience with Employee Relations and Industrial Relations in an NL setting (unions and staff councils) is required.

Policy and benefits experience would be an advantage but isn’t essential provided you’re a broad thinker – you need to show evidence that you understand complex and ambiguous issues and can translate this into relevant policy. In particular, you should be able to show us you have a good understanding of business and how policy, compensation and benefits drive commercial value.

Necessary is that:
  • You have strong analytical skills; you are number savvy and skilled to use Excel and PowerPoint,
  • Accomplished relationship-building skills / smooth influencer – you like to work in multi-disciplinary teams and know what it takes to be successful in a complex organisation with multiple stakeholders,
  • You’re a confident communicator, both in person and on paper, native speaker in Dutch and fluent in English,
  • Project management: a reputation for getting things started – and completed,
  • Can bring out of the box thinking but also bring structure with longer term strategy in mind,
  • You prioritise well and can deliver parallel projects, even when time is tight,
  • Knowledge of and experience with Dutch labour and employment laws,
  • Consultation and negotiation experience, preferably in a unionized setting.


The role is primarily based in Pernis and Moerdijk. Face to face interaction with the larger Policy team is important therefore the incumbent is expected to work regularly from the Hague (av. 1 day / week).
