This position reports to the Refinery Environmental Manager and will be part of a team of environmental professionals covering all aspects of refinery environmental matters. The focus of this position is regulatory air media compliance. 

The Senior Air Environmental Engineer is responsible for supporting the refinery’s environmental compliance with corporate policies and federal, state and local laws and regulations with a lead role in rule advocacy. The Senior Air Environmental Engineer works closely with operations, maintenance, inspection, other engineering disciplines and contractors to ensure that environmental requirements are clearly understood and conveyed throughout the organization. The Senior Environmental Engineer provides compliance assurance and works to continuously improve our environmental management systems and environmental performance. 


• Serve as primary air compliance regulatory specialist, responsible for participating in rule advocacy activities, rule development efforts with agencies and trade associations, roll-out of new regulations, and support for ongoing facility compliance assurance

·   Review Refinery changes (including both physical and operational changes) to assess new facility regulatory requirements.

• Develop strategies for working with internal and external stakeholders
• Negotiate issues with a broad spectrum of stakeholders (e.g. agencies, non-governmental organizations, Shell staff (internal and external to Martinez), contract partners, internal resources…)
• Oversee contract resources within deadline and budget constraints.
• Develop and incorporate regulatory plans to ensure a sustainable regulatory compliance and monitoring program when new regulations are implemented.
• Develop and deliver training to refinery personnel and contractors as required concerning permit, regulatory and corporate requirements
• Provide compliance assurance for regulatory (federal, state, and local) requirements, and Shell environmental standards
• Preparation and submittal of compliance reports to local, state, and federal agencies.
• Lead/participate in agency inspections and compliance/enforcement issues as appropriate
• Lead/participate in Shell driven audits (e.g. ISO 14001 and Control Framework) as appropriate
• Promote the identification and development of environmental opportunities and improvements to the organization
• Monitor and evaluate emerging environmental regulatory requirements for business impact and assist in the implementation
• Provide guidance and support to other environmental staff in areas of expertise.
• Support/backfill other environmental media functions in air, water and waste
• Participate as appropriate in state/industry trade association working groups
• Participate in the refinery 24/7 on call environmental duty rotation
• Participate as a member of the Refinery’s Oil Spill Response Team



• Works with a broad spectrum of regulatory agencies (e.g. EPA, BAAQMD, Contra Costa County, City of Martinez, California Energy Commission, California State Lands Commission, Bay Conservation and Development Commission, San Francisco Bay Regional Water Quality Control Board, US Army Corps of Engineers, and other agencies)
• Works in an area with very active non-governmental organizations and environmentalist groups
• Oversees multiple contractors at times
• Evaluates an extensive range of refinery requirements
• Works to many regulatory and internal deadlines
• Collaborates with a broad internal audience to develop strategies for addressing internal and external stakeholders


• Building strong positive working relationships based on a high level of trust and credibility with agency personnel, NGOs, operations and maintenance personnel, and managers, supervisors and staff
• Prioritizing and managing large numbers of projects and requests simultaneously
• Meeting compliance, permitting, and project deadlines while still supporting day-to-day needs
• Navigating the complexities of refinery discretionary permitting in California's Bay Area
