The Project Engineer - Major Projects reports into the Major Projects Organization and is responsible for ensuring assigned refining projects are managed and executed in a safe, expedient, and cost-effective manner while delivering on business objectives and goals.

This position will work in support of project development of brown-field scope for a new saturates gas plant and revamp scope for distillate hydrotreating units as well as other refining process units to optimize FCC yields at the Phillips 66 Alliance and Lake Charles Refineries. This role is based out of an engineering office in Baton Rouge, LA. Travel between these sites will vary depending on project phases.

Responsibilities May Include

  • Working closely with internal and external stakeholders to provide project concept development through funding approval, detailed engineering, procurement, construction, commissioning and start-up.

  • Conducting budgetary and detailed cost estimates.

  • Developing projects using the FEL process through project approval.

  • Utilizing estimating and scheduling tools to develop project estimate and schedule for funding authorization requests (AFD/AFE).

  • Obtaining engineering resources for the project using an established work process.

  • Ensuring the project objectives are met with respect to safety, environmental, quality, reliability, cost and schedule.

  • Understanding a project's size, complexity, and risks to outline an appropriate execution strategy for the project.

  • Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules.

  • Coordinating and managing internal Phillips 66 resources and external resources required for project development.

  • Consulting with Business Development, Strategy Execution and Project Execution personnel to establish priorities and scope projects that meet the requirements of our third-party customers.

  • Consulting with operations and technical support staff to verify operability of projects in development.

  • Managing engineering, procurement and construction activities of contractors.

  • Developing and monitoring Key Performance Indicators (KPIs) and Dashboard for various projects.

  • Developing and presenting project status reports to senior management.

  • Effectively working cross-functionally across various functions to articulate and secure functional support for the project.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Bachelor's degree in Engineering or higher

  • 1 or more years of experience working in the oil and gas industry

  • 1 or more years of experience in project development, project engineering or project management coordination

  • Willing and able to temporarily relocate to various project construction sites

  • Willing and able to travel up to 25% of the time


  • 3 or more years of experience in the Refining or Chemical industry

  • 5 or more years of experience in the oil and gas industry large-scale project execution environment

  • 5 or more years of experience with project engineering and/or project management coordination
