What's the role?

The Long-Term Project Technologist (Process/ Project Engineer) will be looking at identifying opportunities that will use energy more efficiently, which will generate higher better-valued yields from various units and ultimately generate more cash. The scope will not only cover internal-to-refinery tactics/projects but will cover activities that will support End-to-End IPU opportunities.

From a Project process perspective, I will largely be responsible for Tech-related projects which have passed the Identify & Assess stage gate. Depending on what will be assigned to him/her, the LT project technologist can potentially see a project through to completion (Select, Define and Execute with support on the Operate phase until the project is accepted by the asset owner). He/she will be expected to partner with the Project Engineer and liaise with the relevant SMEs to ensure the successful delivery of projects.

Other responsibilities include:

1. Ensures that the following activities are carried out:
  • Together with Unit technologists, Discipline Engineers, IPU members work on identifying opportunities to pursue (either quick wins via MOCs or medium to long-term project type activities)
  • Coordinates closely with the long term economist, project team, SMEs, design contractors, operating groups and others in order to properly develop opportunities all the way to handing over the project for execution and commissioning
  • Integrates and leads the development of projects; and presents the status of development in the PDR or DRB.
  • Reviews and checks project documents, engineering drawings, and others against technical standards such as Shell DEPs, API, etc.
  • Monitors progress via key milestones and benefits delivery of various BIP tactics as well as Project activities
  • Provide support in administering and managing the MOC Process for the Refinery, particularly DEM-1 compliance
  • Participates in cross-functional studies, e.g. RRI studies for areas under the responsibility
  • Coordinates with relevant 3rd party contractors where necessary
  • Leads / participates in HAZOPs and other safety reviews relevant to his/her projects.
  • Design and facilitate the conduct of test runs as necessary.
  • Provides process engineering / technological support to the Operations Technology team during plant shutdowns and conduct of other special activities such as catalyst loading, regeneration, decoke, etc.

2. Shared Duties
  • With the IPU partners, ensure that the IPU CAPEX workstream captures the holistic view for projects/initiatives being worked on ensuring maximum cash liberation/generation for Tabangao and the IPU
  • Included in the refinery duty coverage roster with a specific role as assigned by the ICS
  • Takes part HSSE and Process Safety activities such as PSFO, SAA, MOC and others
  • Occasionally issues out minutes of the Refinery’s Morning Meeting (Operations Daily Highlights)

3. Others
  • Performs other tasks that may be assigned to him/her from time to time.
  • Carry out Safety Critical Activities and actions related to gap closure as identifies in the HSSE-MS, such as those in the Refinery Bowties, Hazard Sheets and HRAs (please see Activities Catalogue, HSEE-MS, and HEMP) as well as those identified by other Critical Processes (e.g. IPF, RCM, ESP, etc.)

Required Qualifications

What we need from you:
  • At least 5-7 years of experience in Process Engineering. (At least 2 years of which shall be in Process Design and Project Development)
  • Knowledgeable in Safety in Plant Design, Key Refinery, and Supply Economics concepts and the value levers
  • Knowledge to Skill level on Process Design, Concept Development, Energy Utilities and Water, Process Integration, Process Modelling and Analysis, Process Safety, Process Unit Design, Process Unit Operations, Process Control and Real-Time Optimisation

Special Challenges:
  • Must be able to quickly make engineering judgment in development or review of designs
  • Must be able to work with and influence various interfaces (from different departments and contractors)
  • Must be able to manage both internal (M) and external stakeholders
  • Must be able to travel from time to time as necessary
  • May be requested to present to the IPU Leadership team when necessary
