The PEI Manager is accountable for the integrity of the pressure equipment and civil structures at the Martinez Refinery including vessels, tanks, boilers, heaters and piping to assure safe and reliable operation.

The PEI Manager is responsible for providing leadership of the Pressure Equipment Integrity Management system established to ensure pressure equipment integrity of the refinery.

Primary accountabilities include:

  • Assure Pressure Equipment Integrity Management (PEIM) process is effective in mitigating process safety and reliability risk at the refinery by providing risk-based, technically acceptable options. The PEI manager is accountable for the personal safety of all line employees and contract staff working under the direction of the PEI department.
  • Provide assurance for compliance with governmental and corporate requirements, assuring industry standards and basic practices are appropriately addressed.
  • Assures necessary audits are conducted and follow up corrective and/or improvement actions are implemented within agreed time.
  • Manages the PEI department consisting of inspectors, engineers and other support staff to assure PEI objectives are met.
  • The PEI Manager provides leadership in competence development and provides timely performance feedback to all department staff.
  • The PEI Manager is the PEI Process Focal Point for the site and works closely with the PEI Process Owner to assure the health of the work process at Martinez. This includes promoting Shared Stewardship of Assets, leading work process effectiveness reviews, monitoring KPIs and managing various improvement programs.
  • Manages the core Asset Integrity programs such as Risk Based Inspection, Integrity Operating Windows, Design Operating Windows, Corrosion Control Documents, associated inspection programs, failure investigations and corrective/repair actions.
  • Manages all special emphasis programs such as Tank Inspection Program, Coating/Insulation/Fireproofing, Corrosion Under Insulation, Low Si, dead legs, injection/mix points, etc.
  • The PEI Manager is accountable to ensure that PEI related turnaround (TA) work is identified, planned and executed timely and effectively, and is well integrated with the turnaround work process.
  • The PEI Manager is a member of the site TA Scheduling Sponsors team providing input on the long-term TA scheduling and is also a member of the TA Steering Team focused on steering the medium and short term TA execution Teams.
  • Collaborates with other department managers resolve issues related to work process integration or cross department interfaces.
  • The PEI Manager is a member of site Goal Zero (Safety/Process Safety) Governance Team, accountable to set the direction for Goal Zero initiatives at Martinez.
  • The PEI Manager is a member of the Engineering and Projects Leadership Team, accountable to deliver overall engineering excellence at Martinez.
  • Serves as Contractor Holder for the appropriate contracts related Static and Civil assets.
  • PEI Manager is responsible for developing and managing the PEI Department budget which includes the budget for execution of the on-stream inspection program including maintenance support. Approximately $10-12 million per year.
  • The PEI department consists of 20-30 Shell staff - engineers and field professionals. The department also manages a significant number of contract employees that can vary from 10-25 under normal operations and can increase to 100+ during turnarounds.

Required Qualifications

  • Must have legal authorization to work in the USA on a full-time basis for anyone other than current employer.
  • BS Engineering Degree is required.
  • With at least fifteen (15) work experience in a petrochemical facility.
  • Must have previous leadership experience.
  • Understanding of ASME Codes and standards & knowledge of API 510, 570, and 650 is an advantage.
  • Must be knowledgeable of PEI discipline including inspection program management, the PEI and turnaround work processes, and key interfaces with operations and maintenance.
Special Challenges
  • This position requires substantial breadth of knowledge in refinery engineering disciplines, plant maintenance, operations, turnaround planning, refinery economics and project engineering to ensure excellent engineering support to clients throughout the plant.
  • As the leader and coach of a diverse group of specialists, the incumbent is required to have excellent interpersonal, leadership and communication skills.

Note: Shell announced on June 11th that it has reached an agreement for the sale of the Martinez Refinery to PBF Holding Company, LLC, a subsidiary of PBF Energy, Inc., for $1 billion. The sale is expected to close, pending regulatory approval, in the next several months.
