The Mechanical Engineer for the Small Projects Group will be responsible for technical evaluations in support of the Capital Projects program. This role reports to the Project Engineering Superintendent at the Alliance Refinery, located in Belle Chasse, LA.

Responsibilities May Include

  • Leading Refining Engineering Practice Evaluation (piping, structural, overpressure protection, design, etc.).

  • Possessing advanced technical skills in specified discipline (Civil, Mechanical).

  • Conducting technology evaluation and problem solving.

  • Fundamental (discipline related) materials properties and failure mechanisms.

  • Participating in early Project Development (FEL 0/1) as required.

  • Leading the understanding and interpretation of policy, codes, and regulations.

  • Leading the standards, policy and procedure development including regulatory interaction.

  • Communicating with stakeholders (up/down/cross functional); written and oral.

  • Participating in knowledge sharing across Refining and Peers in industry.

  • Maintaining general understanding of all Refinery discipline related equipment and other assets.

  • Supporting Incident investigations/root cause analysis as required.

  • Participating in project economic analysis, including budget forecasting and development as required.

  • Leading and/or supporting project design meetings and activities with SPG, Operations and Mechanical.

Required Qualifications

 
  • Legally authorized to work in job posting country

  • Bachelor’s degree or higher in Engineering or related discipline

  • 5 or more years of experience in project engineering in a refinery or chemical plant setting

  • Advanced proficiency with project engineering work processes and implementation in both engineering and construction environments

  • Working knowledge of federal, state and local regulations, industry standards and DOT requirements

Preferred:

  • Registered professional engineer preferred

  • Experience in Operations/Maintenance, FEL Engineering or a Technical Engineering role

  • Working knowledge of entire technical value chain integration including estimating, conceptual and detailed design, procurement, construction, commissioning, operation and maintenance

  • Working knowledge of industry recommended practices, design methods and QNQC requirements with respect to checking procedures, incorporation of agreed changes and document control

  • Working knowledge of the Phillips 66 Refinery Engineering Practices

  • Ability to manage the design activities associated with multiple projects

The Alliance Refinery is located on the Mississippi River in Belle Chasse, Louisiana, approximately 25 miles southeast of New Orleans, Louisiana. The singletrain facility includes crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, aromatics and delayed coking units. It processes mainly light and medium, low-sulfur crude oil. The refinery receives domestic crude oil through a combination of pipelines, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, home heating oil and anodegrade petroleum coke. Refined products are distributed to customers in the southeastern and eastern United States through major pipeline systems and by barge. Refined products are exported primarily to Latin America by waterborne cargo.
