The Maintenance and Reliability Superintendent, Instrumentation and Electrical, manages the Field Instrumentation and Electrical resources and Electrical engineers at the Los Angeles Refinery - Wilmington, which includes engineers, supervisors, craftsmen, and contractors. The position reports to the Manager of Maintenance and Reliability.

Responsibilities May Include

  • Striving for excellence in all health, safety and environmental matters at the Refinery and the surrounding community.

  • Complying with and enforcing of all Company policies, procedures, established standards and applicable government regulations.

  • Participating in facility emergency response as part of the Emergency Management Organization within the Incident Command System.

  • Developing and continuous improvement of the instrument and electrical department's resources.

  • Maintaining and reliability of the Refinery instrumentation and electrical systems.

  • Developing controls and is responsible for the Electrical Maintenance and Reliability budget.

  • Participating in Company FETs (Functional Excellence Team) and NETs (Network Excellence Teams).

  • Developing, implementing, and monitoring predictive and preventive maintenance programs for Instrument and Electrical systems and equipment.

  • Providing continuous electrical technical support to Operations and Project Engineering groups.

  • Providing leadership, technical expertise and business perspective in all areas pertaining to electrical matters.

  • Responsible for reviewing design, managing and coordinating electrical system expansions to provide appropriate capacity, orderly growth, reliability, maintainability and expandability.

  • Managing handling of power requests and coordinate with other projects.

  • Overseeing development of instrument and electrical system turnaround work scopes.

  • Coordinating turnaround support to ensure required work is completed and accurately documented.

  • Making recommendations regarding reliability of standard power distribution systems and regarding the application of backup systems.

  • Developing programs for electrical reliability improvements and for cost reductions.

  • Technical decision making and directing, and advising application of Company Specifications in design, equipment specification, construction and testing for electrical systems.

  • Recommending/approving vendors for purchase of equipment.

  • Overseeing and/or performing job functions listed in job description for the Electrical Maintenance and Reliability Department Engineer.

  • Supervising Electrical Maintenance and Reliability Department Engineers, Instrument and Electrical Supervisors and Crafts persons including the issuance of work and technical direction.

  • Responsible for setting technical and administrative goals and priorities to obtain Department, Division, Plant and Company objectives.

  • Reporting to the Refinery Leadership Team on Maintenance and Reliability technical and administrative issues involving: People, Equipment, Systems.

  • Communicating effectively with the Operations and Project groups, along with a wide range of personnel from various departments and divisions.

  • Off-hour callouts on an as needed.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Bachelor of Science degree in Electrical Engineering

  • 10 or more years of direct maintenance and/or engineering experience, with emphasis on electrical, instrumentation, and/or controls

  • 5 or more years of supervisory experience

  • Advanced computer and writing skills


  • Working knowledge of the SAP Plant Maintenance (PM) module

  • Communicate effectively, both verbal and written, with a wide range of personnel internally and externally

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.
