The Capital Projects Lead Estimator/Scheduler leads a team of estimators/schedulers in the Project Controls organization.
The Convent Refinery Project Controls Organization is comprised of a mix of company direct and contract staff and supports the planning, scheduling, cost control, and cost estimating for all Capital and related expense associated with delivery of 250+ projects. The Capital Projects Lead Estimator/Scheduler provides strong leadership of the project controls team in a manner that contributes to the delivery and maintenance of accurate estimates and schedules.  The Capital Projects Lead Estimator/Scheduler will provide assurance on all Estimating/Scheduling deliverables in support of site projects with support of the Capital Projects Leadership Team (CPLT).

The team has the primary responsibility of providing estimating, planning and scheduling expertise for the capital projects portfolio from project initiation through project closeout.  Our goal is to provide estimating, planning and scheduling solutions that are driven by safety and support the fundamental objectives of the business. 


Responsibilities Include:
  • Act as the Project Controls Estimating/Scheduling Subject Matter Expert for the site. This includes assessment of gaps in COR Project Controls vs. company standards and best practices. Internal standards include:  Opportunity Realization Process, COR's Manage Capital Projects Work Process, associated project guides, the Project Management Framework (PMF), and relevant Project Controls Procedures.
  • Be knowledgeable of standard business cost control procedures and practices, and become familiar with and comply with Shell’s cost control procedures and practices.
  • Develop and manage resourcing plan against the Capital Business Plan for Controls.
  • Hiring, on-boarding, and training of new Estimators/Schedulers (contract or direct) in the company standards and site procedures.
  • Assure production of standard monthly reports/estimates/schedules as required to manage stakeholder expectations (PM’s, Construction, Costs team).
  • Develop and maintain a periodic review of published reports for all estimating/scheduling personnel.
 
 
 
  • Assure that project-specific project controls plans are developed for each project to document how all project controls elements (estimating, scheduling, cost control and reporting, etc) will be handled for that project.  Coordinate estimate deliverables, schedules and deadlines.
  • Provide appropriate forecasting information to ensure advance warning to project engineers responsible for making informed schedule decisions, including Project Management reports that effectively communicate project performance, concerns and other indicators of schedule performance.
  • Serve on the APCC (Americas Project Control Committee) to represent Scheduling/Estimating for Convent.  The Cost Lead and Project Services Manager are also members.
  • Facilitate all IPA & Site Benchmarking deliverables and standards for estimating and scheduling.
  • As part of managing all IPA deliverables and standards, compile and submit project documents to IPA for analysis at the end of select, define, and project close-out phases.
  • Prepare estimates used by Management for purposes of planning, organizing, and scheduling work.
  • Review material and labor requirements in order to decide whether it is more cost-effective to produce or purchase components.
  • Coordinate the development of Assess (+/-50%) phase estimates for the local capital projects team in effort to meet scheduled milestones.
  • Assure validation of all estimates completed by third party engineering groups for Shell Capital Projects.
  • Verify estimates (in-house or third party) have been reviewed with Project Management prior to the issuance of funds and execution of scope.
  • Monitor current material pricing with vendors and fabricators (quarterly) and account for volatile market trends in material and adjust escalation as needed
  • Consult with clients, vendors, and personnel in other departments or construction foremen to discuss and formulate estimates.
  • Upon estimate completion, combine estimate breakout and schedule milestones to produce a baseline cash-flow for Project Management and the cost engineering team.
  • Assure team interacts directly with execution contractor and planners to develop schedules for onsite construction, off-site work, disciplines, live unit tie-in work, shutdown, start-up, and post start-up activities using Primavera or MS Project scheduling tool.
  • Work directly with Project Management Team to:
    • Develop work lists.
    • Gain understanding of target project schedule duration for all capital projects.
    • Identify key milestones and critical path activities
    • Assure that the development and delivery of monthly schedule updates are being completely accurately and timely.
    • Assure that monthly update meetings are being executed properly and that revisions are being captured and delivered on time.
 
  • Work directly with department stakeholders to:
    • Assure that monthly schedule development has been approved for delivery to cost engineering and department managers.
    • Assure that all estimates executed by a 3rd Party have been checked, reviewed and approved prior to further commitments are issued.
    • Develop and review periodic metrics that capture and track the team’s performance.
    • Drive baseline development in preparation for accurate cash-flow comparisons and forecasts.
    • Manage project change properly and, if necessary, coordinate the process of re-estimating a project at potentially unforeseen times.
    • Assure that all stakeholder needs are met timely, accurately, and with the highest quality possible.
 
  • Verify monthly scheduler deliverables are executed by the project scheduling team to include the following:
    • Meet daily with execution resources to update overall schedule.
    • Generate new daily/weekly schedule and 3-day look-ahead schedules.
    • Analyze overall work progress impact on schedule.
    • Analyze any approved added work/scope on overall schedule.
    • Monitor progress on milestones and critical path compliance.
    • Report schedule progress and impacts to Project Management Team.
    • Track resource compliance with plans and budgets.
    • Verify that no additional work is added to schedule unless approved by Project Management Team.
 
  • Facilitate tracking of project deliverables and verify final deliverables are retained by Document Controls.
  • Assure that the Communication with Cost Engineering on any schedule deviations is happening as needed.
  • Verify post project work is complete including the following:
    • Archive per Shell’s project procedures.
    • Document “lessons learned”.
    • Submit the final project documentation for project benchmarking at the time of closeout.
    • Capture final benchmarking results as a part of the site’s internal metrics.
