The Laboratory Director , under the general direction of the Manager of Technical Services, plans and directs Laboratory operations and activities. Providing timely analytical services and technical consultation, to maintain the quality of refinery processes and final products in adherence to established industry standards, company guidelines, policies, and procedures, and applicable government regulations.

Responsibilities May Include

  • Plan and direct laboratory activities relative to the testing of Refinery feed, intermediate, blendstock, product, wastewater, and hazardous waste streams to produce data necessary for Refinery operation.

  • Manage laboratory personnel including Inspection lab Supervisor, Chemists, and Analytical laboratory technicians.

  • Ensure laboratory compliance with all applicable Environmental, Health, and Safety standards. Responsible for properly implementing and administering all Company and Refinery requirements, policies, procedures, standards, programs, and agreements related to laboratory operation.

  • Lead refinery participation in and response to regulatory and company compliance audits.

  • Promote a safe workplace. Responsible for the safe operation of the Laboratory as well as for the safety of all laboratory workers and visitors.

  • Prepare laboratory capital/expense budgets, forecasting and controlling expenditures, explaining budget variances, and implementing cost control and profit improvement measures.

  • Confer with Business Analysis, Technical Services, Operations, and Corporate personnel to establish long-term and short-term strategy, priorities, and commodity testing objectives.

  • Develops and implements instrument replacement and method development plans to support anticipated Refinery activities.

  • Consult with laboratory customers on technical matters, sampling schedules, testing required, and act as a delegate for Refinery teams and task forces.

  • Determine laboratory staffing requirements and recommend any necessary changes.

  • Ensure that all safe operating procedures are reviewed annually for compliance with current ASTM methodology, government standards, and Company specifications.

  • Represent the Company and/or Refinery at ASTM, WSPA, Product Quality, or Laboratory Chemist Network meetings.

  • Complete additional work assignments as directed by the Manager Technical Services.

Required Qualifications

 
  • Legally authorized to work in the job posting country

  • Bachelor’s degree

  • Working knowledge of statistical process control techniques and applications

  • Proficient in Microsoft suite (Outlook, Word, Excel & Power Point)

Preferred:

  • Bachelor’s degree in Chemistry or Chemical Engineering

  • 10 or more years of significant technical experience acquired in a Petroleum or Environmental Laboratory as a front-line supervisor

  • Experience working in a union environment

  • Working knowledge of ASTM procedures and applications

  • Working Knowledge of refinery operations and processes

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.
