The Instrument and Electrical Superintendent will be accountable for Engineering, Maintenance, and Construction efforts associated with electrical, instrumentation, control and safety instrumented systems in the Billings Refinery.

Responsibilities May Include

  • Accountable for engineering and construction of all electrical, instrumentation, control, and safety instrumented systems.

  • Accountable for maintenance of all control and safety instrumented systems.

  • Accountable for electrical, instrumentation, and control systems reliability improvement effort.

  • Accountable for compliance with safety instrumented system standards, including design and verification.

  • Responsible for in-house engineering of new electrical, instrumentation, and control systems.

  • Responsible for maintenance, training, and continuous improvement of procedures and processes for electrical, instrumentation, and control systems.

  • Responsible for direct supervision, performance evaluation, and career guidance for I&E personnel in Mechanical Department.

  • Responsible for managing costs for electrical, instrumentation, and control systems and software.

  • Responsible for overall core value performance of electrical, instrumentation, and control systems personnel.

  • Technical resource on electrical, instrumentation, and control systems to other groups in Refinery.

  • Participating in the Billings Refinery Mechanical Team.

  • Participating in the corporate Field Instrument and Electrical Networks.

Required Qualifications

  • Legally authorized to work in the job posting country

  • Must be at least 18 years of age

  • High school degree or GED equivalent

  • 5 or more years of electrical, instrumentation, and control systems expertise

  • 5 or more years of experience working in refining, petrochemical and/or related industry

  • Competence in safety instrumented systems as defined in ANSI/ISA-84.00.01-2004


  • 10 or more years of experience in refining, petrochemical and/or related industry

  • Previous supervisory experience

  • Solid, well-rounded refinery experience and knowledge of electrical and instrumentation maintenance related functions

  • Balances short-term and long-term priorities

  • Knowledge of operating unit economics

  • Knowledge of cost and cost control

  • Have general knowledge of all plant refining processes

  • Familiarity with the SAP Plant Maintenance (PM) Module

  • Proficient computer skills in Microsoft Office tools (Word, Excel, and PowerPoint)

  • Exhibit strong and effective interpersonal as well as effective written and oral communication skills – ability to sell ideas and influence and motivate others based upon facts, data, and good reasoning

  • Understand and be driven to implement the industrial safety excellence program activities and elements

  • Self-starter, be highly motivated, be willing and able to lead with strong customer and business focus

  • Has the respect and trust of the represented and non-represented people

  • Encourages creativity, innovation, and continuous improvement for electrical, instrumentation and control system related efforts

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
