Description

The Instrument and Controls Reliability Engineer will provide engineering support for the instrument asset base in the refinery. This position will be responsible for best practices in the selection, implementation, and maintenance of the instrument asset base to ensure that regulatory, production, and optimization objectives are met. This instrument asset base includes all instrumentation, measurement, safety instrumented systems (SIS) and regulatory process control instruments.

Responsibilities may include :

  • Driving the development and coordination of instrument reliability improvement efforts, processes and systems
  • Supporting the effort to ensure Instrument Mechanical Integrity (MI) regulatory compliance
  • Providing guidance and direction for instrument maintenance in regards to reliability
  • Assisting in implementing and maintaining reliability programs and processes: Defect elimination Predictive/Preventive Maintenance Plans, Criticality Analysis, SIS and associated metrics
  • Consulting on Capital projects instrument reliability
  • Processing Hazards Analysis (PHA) / Layer of Protection Analysis (LOPA) support
  • Performing Independent Protection Layer (IPL) Analysis and determine required upgrades to existing Safety Instrumented Systems (SIS)
  • Leading the verification/commissioning of new or modified SIS
  • Utilizing documentation systems and processes which maintain accurate instrument and control system specifications and drawings
  • Leading the effort to properly document SIS and IPL’s
  • Assisting with the training of Instrument Technicians thru the development of Instrument and Test Procedures
  • Assisting and completing MOC’s, P&ID’s, PHA’s as they relate to Instrumentation
  • Adopting and sharing instrument systems “best practices” through internal and external networking
  • Providing input for Turnaround preparation
  • Ability to apply failure investigation methodology and problem solving principles
  • Strong team-building skills with ability to build teams across organizational lines
  • Establishes priorities and develops critical tasks
  • Will surface and resolve conflicts in a timely manner
  • A proven self-starter, able to communicate effectively, both verbal and written, with a wide range of personnel, has the ability to interact and work in a team environment, and is well organized

Qualifications

Basic/Required:

  • Legally authorized to work in the job posting country
  • Bachelor of Science Degree or higher in Chemical, Electrical, Computer Engineering or equivalent
  • 3 or more years of oil and gas experience
  • 1 or more years of experience with instrumentation specification through design and field installation experience
  • Proficient with safety and mechanical integrity standards and maintains
  • 1 or more years of experience with instrument maintenance practices
  • Proficient with Smart Plant for Instrumentation (SPI) and SAP
  • 1 or more years of experience with programming or modifying programming for Programmable Logic Controllers (PLCs) for general purpose and safety applications
  • 1 or more years’ experience working with instrument safety requirements, including the applicable sections of OSHA 1910.119, ANSI/ISA 84.00.01-2004 and API documents

Preferred:

  • Refining or Petrochemical process knowledge – strong understanding of process units and business drivers
  • 5 or more years Instrument and control systems experience in a refinery
  • 1 or more years’ experience working in Mechanical Integrity and Process Safety Management (PSM)
  • 1 or more years experience in the design and commissioning of SIS
  • Safety Certification such as PRISM, TUV, ISA certification or equivalent
  • Experience with SIL Solver software
  • Demonstrated ability to program and trouble-shoot Allen-Bradley, Triconex and / or HW FSC / Safety Manager PLC using function blocks
  • Knowledge of alarm management and Human Machine Interface (HMI) graphics development
  • Experience with wireless instruments
  • Demonstrated ability with Smart Plant for Instrumentation, especially at the Admin level is a strong plus
  • Knowledge of networking protocols and standard interfaces such as Modbus TCP/IP or RTU, Ethernet I/P, OPC, etc.

The Sweeny Refinery is located 65 miles southwest of Houston. This refinery processes mainly heavy, high-sulfur crude oil, as well as light, low-sulfur crude oil.
