The Health & Safety Specialist is responsible for fire protection and emergency preparedness projects and supports Health, Safety & Environmental (HSE) and Emergency Response Programs. This position reports to the H&S Team Lead and generally works an 8-hour day schedule (Monday-Friday) but may be required to work extended hours, weekends, holidays, and/or rotating shifts due to business necessity.

Responsibilities may include:

  • Working with the Process and Project Engineering groups in support of HSE related projects for fire protection infrastructure, capital projects, etc.
  • Providing HSE regulatory and internal policy/program/process reviews, statistical analysis and interpretations.
  • Developing and implementing general and specialized training presentations, materials and testing for regulatory required and topic-specific training
  • Preparing technical documentation, consulting with agencies and contractors and supporting Operations/field personnel in regulatory and policy compliance
  • Preparing and submitting internal and external reports and related documentation, which includes the delivery of formal presentations to small and large groups
  • Participating in the maintenance and continuous improvement of the Policies and Procedures and Emergency Response Plan Manual and associated Pre-Plans.
  • Issuing Hot Work Plans, Hot Work Permits, Confined Space Entry Rescue Pre-Plans, and approving Confined Space Packages, and Confined Space Entry Permits.
  • Maintaining level of HSE knowledge and expertise through periodic job function training or skill development, including certifications as an Emergency Medical Technician.
  • Auditing/inspecting safety and emergency response equipment.
  • Conducting lighting surveys, noise surveys, and exposure monitoring as required by the site Industrial Hygienist.
  • Providing HSE oversight to refinery workforce related to Confined Space Entry, Hot Work, Safe Work Practices, Fatigue Management, and all other related Health, Safety, Environmental, Industrial Hygiene or Security matters.
  • Providing support as the on-shift HSE lead in environmental functional areas including air, water, waste, emergency response and remediation, as needed.
  • Providing incident investigation support and entering the First Report into the IMPACT system.
  • Investigating/monitoring/documenting on-site and off-site odor, noise and nuisance complaints.
  • Assisting in maintaining department training records, maps, sketches and photographs.
  • Performing Safety Audits and Planned General Inspections.
  • Conducting/participating in safety meetings.
  • Other tasks/projects, as assigned



  • Legally authorized to work in the job posting country
  • Bachelor’s Degree in Safety or other technical field
  • 1 or more years of experience in writing programs and presenting training materials in a classroom and/or field environment
  • EMT Certification or the ability to obtain certification within 12 months
  • Must be capable of passing an emergency response/fire brigade physicals and maintaining medical qualification
  • Good working knowledge of and the ability to read, comprehend, and interpret (in English) Federal and State Regulations regarding Health, Safety and Emergency Response matters
  • Must currently hold or have the ability to obtain a Transportation Worker’s Identification Credential (TWIC) card required by the U.S. Coast Guard
  • Must possess and maintain a valid driver’s license
  • Willing and able to perform/comply, with or without a reasonable accommodation, with the following:
  • Work overtime, including holidays and weekends

  • Lift up to 50 pounds

  • Work in enclosed spaces, such as tanks and silos

  • Work at elevated heights or in confined spaces

  • Work around chemicals including acids/bases

  • Work with petroleum products that are under high pressure and heat

  • Work near large, hot, high-speed machines

  • Climb up to 200 feet in height; work at elevated heights

  • Wear FRC’s and other personal protective equipment (such as steel-toed shoes, ear/eye protection, hard hat, etc.)

  • Work indoors/outdoors in inclement weather conditions

  • Must satisfy the physical requirements of the position which includes, but may not be limited to, the ability to lift, climb, walk, kneel, and squat on a regular basis.

  • Serve as an emergency responder, when necessary


  • Legally authorized to work in the posting country
  • 3 or more years’ of Refinery or similar industrial experience
  • CSP, ASP and/ or OHST certification
  • 1 or more years’ experience conducting incident investigations with exposure root cause analyses
  • 1 or more years’ experience utilizing and interpreting atmospheric monitoring instruments

The San Francisco Refinery is comprised of two facilities linked by a 200-mile pipeline. The Rodeo facility is located in the San Francisco Bay area, while the Santa Maria facility is located in Arroyo Grande, CA. The refinery's crude oil processing capacity is 120 MBD. The refinery processes mainly heavy, high-sulfur crude oil.
