What’s the role?

This position will work closely with the External Relations Manager, Refinery Leadership Team and Extended Leadership Team at the Puget Sound Refinery, supporting delivery of the asset’s internal/external communications program and social performance program. The role offers a unique opportunity to advance the business’ license to operate by leveraging Shell’s brand and reputation, identifying non-technical risks (NTR) critical to success, and developing/maintaining the ER strategy necessary to manage risks and opportunities while making a positive impact on the local society. Successful candidate will further develop understanding of the requirements, accountabilities and expectations of operating with and providing direct support to senior leadership.
  • Act as a trusted advisor providing feedback to the External Relations Manager and Refinery Leadership Team, maintaining an extensive network within the business and the function, and proactively sensing and communicating emerging issues.
  • High level of business partnership, capable of strategically advising site leaders on managing internal and external communications challenges and opportunities.
  • Oversee strategy and implementation for the asset’s internal communications and employee engagement program.
  • Oversee strategy and implementation for the asset’s external communications program including social media and traditional media relations.
  • Communicate Shell’s capabilities, achievements, manufacturing processes, products, and thought leadership to build preference with community stakeholders.
  • Partner with the site External Relations Manager to support SP, SI, NTR integration and Stakeholder Relations activities, including input to plans.
  • Serve as focal point for the site’s strategic social investment program; managing external grant partner relationships including the application and reporting requirements, while maximizing related story-telling opportunities.
  • Understand the opportunities, challenges, trends, issues and risks in the external landscape through engagement, sensing, and advocacy strategies.
  • Work in partnership with GR, Legal, Safety/Environment, Internal Communications and other related Functions.
Other Key Responsibilities
  • The role requires commitment to high quality delivery in a fast-paced environment.
  • Provide development opportunities by serving in an External Relations capacity at one of Shell’s most sensitive locations in the U.S. for external relations and social performance issues. Deepen experience, build skills and navigate challenges associated with working at a manufacturing asset in the Pacific Northwest, operating within a pristine natural environment with nuanced and complex stakeholder relationships.
  • Support relationships and work in partnership with all departments across the Puget Sound Refinery, within the External Relations function and other related Functions to meet business objectives and deliver added value for the business.
  • Play a key leadership role in further developing the site’s internal communications and employee engagement program, as well as further developing the site’s external communications program including social media duties and traditional media relations management.
  • Work with internal and external stakeholders to build community support and advocacy for key site projects, permitting, and regulatory issues.

Required Qualifications

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • Bachelor's Degree required. Degree related to Public Relations, Marketing, Mass Communication and Journalism preferred.
  • Minimum of five (5) years relevant experience as an external communications professional across the spectrum of communication disciplines, with evidence of successful delivery in reputation management, stakeholder engagement, social performance, media relations, internal communications and crisis management.
  • Experienced in partnering with and providing a range of strategic communication support to business.
  • Exceptional judgment; ability to think both strategically, tactically and creatively under pressure and within volatile situations, constantly adjusting priorities as circumstances change, able to translate business objectives into communication strategies/plans.
  • Ability to secure the trust of business leaders through strategic communication counsel and successful delivery of plans.
  • Experience in building networks of colleagues to drive alignment and delivery toward shared outcomes.
  • Strong influencing skills to enlist involvement/support and coordinate with a wide variety of groups from all levels, both inside and outside of Shell; inclusive in approach.
  • Experienced provider of ER support to programs and projects.
  • Media and PIO expertise to serve as a deputy and backup to the site External Relations Manager.
  • Understanding of political and regulatory trends related to our business in the region preferred.
