The Electrical Reliability Engineer is responsible for the design, engineering, maintenance, reliability, and commissioning for the electrical power distribution. The position will focus on day to day maintenance and reliability support for the electrical system. The Electrical Reliability Engineer will have various responsibilities in maintenance, reliability and projects.

Responsibilities May Include

  • Providing electrical engineering support, as needed including long-term preventive/predictive maintenance (including PM development and implementation) to production areas in a refinery including the electrical organization.

  • Providing technical expertise for troubleshooting of refinery equipment including power distribution systems, motor controls, switchgear, UPS systems and substations.

  • Assisting in the development, continuous improvement and execution of the Electrical Infrastructure improvement programs.

  • Overseeing, analyzing and helping manage data generated by electrical preventive maintenance program ensuring data is complete and looking for trends that can be used to make changes to the electrical system to prevent failures.

  • Identifying and investigating obsolete equipment failures and developing corrective action plans.

  • Assisting with maintenance planning and execution of major equipment repairs and unit turnarounds as needed.

  • Contributing to cost estimate of projects and major maintenance.

  • Preparing project authorization documentation including cost estimates, project justification, schedules and execution plans according to corporate safety guidelines while promoting projects from start to completion.

  • Managing handling of power requests and coordinate with other proposed projects or ones in progress.

  • Assuring proper instructions and training for operations use of electrical equipment, including start up, operations, shutdown, lock out and emergency conditions.

  • Supporting electrical maintenance by developing and reviewing electrical switching and isolation documentation.

  • Developing one-line diagrams that will accomplish the needs of a project and support the reliability of the refinery.

  • Reviewing equipment specifications and drawings for projects pertaining to equipment location, single-line, area classification and schematic drawings.

  • Leading and participating in electrical failure analysis

  • Supporting electrical maintenance and reliability support including turnaround support as required.

  • Integrating forward thinking maintainability/reliability design into plant infrastructure maintenance and expansion projects.

  • Performing MOCs, pre-startup safety reviews and audits of electrical field installations.

  • Overseeing application and interpretation of National Electric Code and other applicable company, city, state and federal codes and standards (e.g., IEEE, NFPA 70E, API RP 500).

  • Directing and advising the application of Company standards in electrical design, equipment specification, construction and testing.

  • Participating in technical networks, developing and implementing best practices.

  • Supporting documentation of systems and processes that maintain accurate electrical equipment information and drawings.

  • Performing job duties safely and championing the safety of others.

  • Develop electrical equipment relay settings including programming of relays including SEL relays.

  • Performing electrical system studies using ETAP (e.g. short circuit, load flow, coordination, arc flash, motor starting).

Required Qualifications

 
  • Legally authorized to work in the job posting country

  • Bachelor's degree or higher in Electrical Engineering from an ABET accredited program

  • Must possess a valid driver's license

  • Respond to off-hour callouts on an as needed basis to support Refinery operating requirements

Preferred:

  • 10 or more years of experience working in refining and/or the chemicals industry in the field of electrical engineering

  • 5 or more years of experience in electrical equipment and power system maintenance and/or electrical design

  • Working knowledge of electrical maintenance

  • Working knowledge of data analysis of electrical testing results (transformer DGA, motor partial discharge, motor PdMA, and other associated equipment testing)

  • Working knowledge of medium voltage and low voltage switchgear, specifications, design and implementation in project design packages, FAT, commissioning, and troubleshooting

  • Working knowledge of medium voltage MCCs, specifications, design and implementation in project design packages, FAT, commissioning, and troubleshooting

  • Working knowledge of low voltage MCCs, specifications, design and implementation in project design packages, FAT, commissioning, and troubleshooting

  • Working knowledge of UPS system, specifications, design and implementation in project design packages, FAT, commissioning, and troubleshooting

  • Working knowledge of electrical power systems operating above 13.8kV

  • Working knowledge of electrical motors and transformers including operations and maintenance

  • Working knowledge of medium and low voltage adjustable speed drives, specifications, design and implementation in project design packages, FAT, commissioning, and troubleshooting

  • Working knowledge of electrical hazardous area classification specifications, design and implementation in project design packages, commissioning, and troubleshooting

  • Working knowledge of power system design and maintenance

  • Working knowledge of DC power system

  • Working knowledge of power system grounding and bonding

  • Working knowledge of power pole design/utility

  • Working knowledge of power distribution systems

  • Working knowledge of API, IEEE, NEMA, UL, ANSI, etc.

  • Working knowledge of electrical system studies

  • Working knowledge of SAP

  • Proficiency in Microsoft Office Suite

  • Good communication skills, both written and verbal, are required

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
