  1. Reports to the Projects Team Lead.
  2. Controls and monitors commitments and expenditures of all Capital Projects for Shell Refinery under Projects Department.  Prepares and updates Work Breakdown Structure (WBS) and Network Activity (NW) in GSAP.
 
 
  1. Analyses, prepares, updates and submits to management various cost progress/historical reports and presentation using GSAP downloads, MS excel and powerpoint;
  2. Participate and contribute ideas in the development/changes in the various project cost controls processes and systems. Apply and implement processes/changes that are applicable and approved. 
  3. Coordinates with finance department, project manager and project engineers on the inputs and analysis of various Capex related reports such as Monthly LE Phasing for Capex Bay; Validates data with MAC, Analyses AUC and provide update to Regional financial analyst.   Ensures entries on the Capex budgets are in accordance with planned commitments and expenditures;  Validate VOWD accruals; Plans, forecasts, controls and monitors Capex expenditure and commitments and prompts projects engineer/manager on the budget status of Capex projects; Provides analysis on the variances on the Capex cost performance vs physical progress;
  4. Participate in departments review of existing procedures; provides input on the development of new procedures;  Assists and contributes input in any audit inquiries;
  5. Estimate preparation for greenfield and brownfield projects using CCET (Capital Cost Estimating Tool), Capcost or manual estimating.  Update/review estimate in different stages of approval.  Manage Estimating Data. Support process to collect actual cost performance, condition and normalize data for future use, develop metrics and benchmarking information.
  6. Challenges and approved estimates submitted by D&E Contractors and Construction Contractors; Approved/disapproved change orders and additional charges filed by contractors; 
  7. Directs   and    supervises   the     engineering,   development,   procurement   and construction of assigned Capex Projects in Tabangao Refinery other PSPC CoB's and SPEX.
  8. Responsible for the engineering of projects in accordance with the DSM standards.
  9. Handover and close-out of projects as per ISO IMS
  10. Preparation of  scope  of  work  and  material and  equipment specification to  initiate the  procurement phase  of  the  project.  This also includes the evaluation of bids submitted by the contractors.
  11. Planning and scheduling from execution (FID) to commissioning (RFSU) phases of the project.
  12. Maintain liaison with other Refinery Departments and Sections, Shell Projects & Technology (P&T), Contractors and other service providers that would result in the completion of Excellent (Safety, Quality, Cost and Schedule) projects.
  13. Implementation of projects in accordance with the approved Projects HSE Implementing Programme.
16. Performs other tasks as delegated by immediate supervisor.
