Under the direction of the Training and Development Team Lead, the Coordinator, Maintenance Training & Development is responsible for development, implementation and execution of training process, systems and courses for all maintenance personnel.

Responsibilities May Include

  • Work with each superintendent to develop and implement annual training plans

  • Determine training resources necessary for required training and identify sources to eliminate the identified gaps, both in the Refinery and from outside sources

  • Review and own revisions and additions to maintenance employee’s training needs analysis

  • In partnership with maintenance leadership, manage and execute Tier 1, 2, 3 and 4 training processes

  • Deliver Tier 1 and 2 training for various subjects in the classroom and in the field

  • Manage, coordinate and track Tier 3 and 4 employee training to ensure completion

  • Develop and implement a continuous improvement training curriculum for all maintenance personnel based on their jobs.

  • Manage, coordinate and track initial, qualification and re-qualification training

  • Audit Tier 3 and 4 training material for adherence to refinery/corporate requirements

  • Audit, coordinate and manage training programs to align with refinery/federal/state/corporate requirements

  • Review revised and new refinery and maintenance processes and procedures and incorporate into the maintenance training program

  • Perform quarterly audits training processes to ensure accuracy and consistency

  • Ensure training documentation retention adheres to federal/state/corporate requirements

  • Represent the training processes and programs during federal/state/corporate audits

  • Support field training

  • Serve as content-development and design specialist

  • Create lesson plans, training manuals, etc. used across disciplines for consistency

  • Assist all subject matter experts in design and development of training content

  • Provide “train the trainer” training to subject matter experts on training techniques and learning styles

  • Develop, administer and track training for changes to procedures

  • Develop and deliver formal instructor-led training as needed

  • Facilitate and administer corporate-driven training, as needed

  • Participate in the Maintenance Training Network and network with other internal and external training efforts

  • Acting as resource in developing technical skills in others

  • Facilitating cross functional teams in developing best value solutions in an efficient and effective manner

  • Providing project organization, management and oversight

  • Providing vendor management/engagement

Required Qualifications

 
  • Legally authorized to work in the job posting country

  • High School diploma or higher

  • Possess valid driver’s license

  • 3 or more years refinery experience

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Preferred:

  • Bachelor’s degree or higher

  • 3 or more years of experience with training personnel

  • Teaching and/or training skills, including curriculum development, course development, development and administration of testing

  • 5 or more years refinery experience

  • Strong planning and project management skills

  • Ability to multitask, and establish and communicate priorities

  • Self-motivated and driven to succeed

  • Very organized with attention to detail

  • Excellent written and oral communication skills

  • Ability to work computer applications associated with training (Microsoft Office)

  • Demonstrates influence management skills

  • Knowledge of maintenance related functions and skills.

  • Knowledge of Refinery and refinery related processes

  • Ability to provide support for training related planning and forecasts

  • Ability to lead and influence others, interdependent of reporting relationship

  • Good interpersonal and communication skills

  • Vision and passion for creating, developing and driving continuous improvement

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.
