This position will be responsible for the management and safe execution of Capital Construction activities while working closely with the responsible Project Engineer, Operations, and various Refinery service organizations.

The Construction Manager will be responsible for coordination of construction activities during the FEL and construction phase of project execution including constructability analysis, contracting, field coordination, cost control, punchlisting, commissioning & closeout. These responsibilities are performed through the utilization of the individual’s education, experience and abilities. The environment in which these responsibilities are performed include both field and office work areas, however the position is predominantly (about 50%) a field-oriented position.

Responsibilities May Include

  • Ensuring projects are executed consistently with respect to safety, health and environmental procedures.

  • Managing the daily construction activities of contracting companies.

  • Interaction with various departments within the Refinery organization as necessary to safely execute field activities. A partial list of activities includes work permit administration, quality control, material procurement, and status reporting.

  • Performing of the work in compliance with Company policies and procedures, engineering standards, and common industry practices; industry codes, recommendations and standards; and government codes, laws, regulations and rules.

  • Reading, understand, and interpret the scope of work as defined by Construction drawings, specifications.

  • Joining participation with the Project Engineer in the development of a contracting strategy, coordination and performance of the "job walk", as well as the review, selection and award of the contract. In some circumstances, it may be appropriate that the incumbent take sole responsibility for the above. Contracts may be awarded on a lump sum, cost reimbursable, or incentive basis as best fits the needs of the Project.

  • Coordinating of activities of contractor personnel either on a lump sum or cost reimbursable basis. The Construction Coordinator will be expected to understand the nature of the contract as awarded to the contracting company, and oversee the execution of work in accordance with contract terms.

  • Delegating and supervisory skills for managing field construction supervisors.

  • Assigning/delegating work to the appropriate Contractor personnel.

  • Reviewing and comment on Project specifications & drawings prior to Construction.

  • Measuring progress, cost and quality of Construction Projects, correct deficiencies when necessary.

  • Executing construction activities for projects ranging up to $20MM.

  • Partnering with the engineering staff to select contractors, determine crew size and promote good contractor/Company relationships.

  • Coordinating and oversee the work of construction contractors and employee teams assigned to support construction of projects.

  • Collaborating with Company and contractor personnel to ensure proper prioritization and project efficiency.

  • Partnering with the engineering staff to manage project construction costs, schedule and quality of work.

  • Effectively control and manage “request for information” and “change order” processes.

  • Driving continuous improvement of construction execution through lessons learned reviews and incident/accident investigations.

  • Participating in training opportunities.

  • Networking with peers internally and externally to share best practice information.

  • Participating in the selection of new employees for the capital project organization.

Required Qualifications

 
  • 5 or more years of experience in construction supervision / management

  • Bachelor’s degree in Engineering

  • Maintain a valid driver's license

  • Legally authorized to work in the job posting country

  • Experience in the Construction (installation and erection) and maintenance of piping systems, pressure vessels, heat exchangers, fired heaters, storage tanks, rotating/reciprocating machinery and to a lesser extent

  • Knowledge of the design and installation of electrical and instrumentation

  • Knowledge of schedule activities and schedule forecasting.

  • Knowledge of construction procurement, material handling and fabrication activities.

  • Experience with supervision of construction contractors and construction strategies.

  • Basic knowledge of refining processes, systems and equipment

Preferred:

  • Knowledge of cost and cost control and forecasting

  • Experience in dealing with labor issues, as well as manpower loading and logistics.

  • Knowledge of Refinery, OSHA and Construction Industry Safe Work practices

  • Knowledge of engineering and construction processes and systems

  • 7 or more years of experience in construction supervision / management

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
