The Communications and Public Relations Advisor reports to the HRBP Manager, Ponca City Refinery, and is responsible for providing overall leadership and coordination of communications for the Ponca City site. These communications include both internal and external communications, as well as crisis and/or incident communications. This position is also responsible for managing important relationships, including company employees and contractors, community and civic leaders, as well as neighbors and property stakeholders to ensure that Phillips 66 is a good neighbor and corporate citizen.

Responsibilities May Include

  • Developing, coordinating and implementing programs to foster positive refinery and community relations.

  • Serving as Public Information Officer in the emergency response command structure.

  • Developing and implementing the refinery’s strategic communications plan.

  • Developing, coordinating and implementing internal communications.

  • Acting as Communications lead for annual United Way campaign.

  • Encouraging and helping coordinate employee volunteer efforts in the community.

  • Maintaining proactive and ongoing relationship with local news media, elected officials, near neighbors and stakeholders.

  • Coordinating quarterly Community Advisory Committee.

  • Maintaining relationships with elected officials and industry organizations.

  • Overseeing community outreach programs.

  • Managing communications budget; serving as good steward of company funds.

  • Acting as liaison with State Government Affairs office to ensure coordinated activities and consistent message with internal and external stakeholders.

Required Qualifications

 
  • Legally authorized to work in the job posting country

  • Bachelor’s degree

  • 3 or more years of experience working as a public-facing representative of a company, government, or non-profit organization

Preferred:

  • Bachelor’s degree in Business, Journalism, Communications or English

  • 5 or more years of experience working in Communications or Public Relations

  • Professional writing experience

  • Strong skills in graphic design and layout, printing, and photography

  • Ability to translate complex concepts and materials from a variety of sources into easily understood communications

  • Customer focus – demonstrated ability to exceed customer expectations and deliver on commitments

  • Excellent verbal and written communications skills, even in crisis situations

  • Ability to work with people of all levels and effectively manage upwards

  • Strong networking, leadership, and collaboration skills

  • Accuracy and attention to detail

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
