  • Provides day-to-day specialist civil engineering support to the Refinery Production Units on Onshore, Coastal and Marine Assets with respect to civil maintenance works i.e. general civil, refractory, insulation, painting and scaffolding. If necessary, will be the focal point to enlist and co-ordinate the use of consultants, contractors and other specialists.
  • Support and implement a civil inspection program that ensures structural integrity and reliability of civil assets in Bukom.
  • To manage contractors who conduct routine inspections on civil structures and facilities on site.
  • To champion for structural integrity to ensure Best-In-Class performance of the site.
  • To provide civil engineering inputs for new Capital Projects, Revamps and other plant changes.
  • To make proactive contribution to the improvement of the maintenance and plant reliability to Production Unit in ensuring the technical integrity of the assets and the achievement of Best-in-Class levels of maintained availability and facility utilization.
  • To provide Expert advice on Civil Engineering matters including those related to Civil Marine, Coastal Engineering, insulation, painting and refractory.
  • To participate in the Root Cause Analysis of major civil engineering problems.
  • To ensure that all assets comply with all statutory obligations, Engineering Codes of Practices, Shell DEP and Bukom BEP standards.
  • To participate in the development and updating of civil engineering policies and guidelines.
  • To support the site Reliability Management Framework (RMF) process to ensure sustainable Best-in-Class performance for the site through the proactive application/usage of WIMs, SRCM and SRBI.
  • To assist in the evaluation of civil contractors and civil consultants, and to provide inputs into the contracting strategy for civil maintenance contracts.
  • To provide support on Insulation and coating infrastructure and strategic planning. 
    • Plan and carry out inspection by non-destructive means on existing insulation and coating systems on stationary equipment and associated piping/structures, including any modifications or additions that may be done from time to time.
    • Specify and witness tests on stationary equipment and associated piping/structures necessary to provide assurance of safety and reliability of the specific coating and insulation system.
    • Review and update inspection schedules for individual items of equipment, piping, etc. and recommend insulation replacement / recoating schedule, etc.
    • Provide method of repair if required on insulation system / coating system and follow-up to ascertain that field fabrications and installations are in accordance with accepted codes, standards and specifications.
    • Familiarize with work methods / installation methods so that he can recommend changes that will improve safety, quality and reliability of the insulation and coating systems.
    • Develop and measure KPIs essential to integrity of insulation and coating systems.
  • With reference to inspection works: compile written reports of the results of inspection findings and make appropriate recommendations for maintenance/repair works strictly in accordance with good engineering practice as guided by the appropriate International and Shell Group Engineering Standards, Codes and Recommended Practices
  • Investigate failure of an unusual nature and suggest action to prevent recurrences.
  • Maintain comprehensive records of inspection findings, results of tests conducted, and repair/maintenance works carried out through the GSAP & IDMS or similar.
  • Plan, organize and execute inspection activities for plant shutdowns.
