What is gain/loss in pipeline operations/scheduling and why is it very important- is there any federal reporting to be done? what decisions would one take by looking at the gain loss metrics/trend over a period of time?

Since oil supply chains involve many different companies, oil transfer metering accuracy is the only way to track how much product flows from one company to another. If you work for a company that owns the entire supply chain, then gain/losses are still important to track if your system has leaks or if people are stealing your product (yes, product gets stolen these days by employees still!).
